The SOS page says enrollment goes through an Application Assistant; the statute (5B.03, MN-S14) says applications are filed with the secretary of state, certification lasts four years, and the secretary designates one mailing address for participants. Record confidentiality: Minn. Stat. 611A.57, subd. 6 makes claims investigative data under section 13.39 while open and private data on individuals after the claim closes, but the board may forward claim forms and reports to local law enforcement under 611A.67. Separately, Minn. Stat. 609.35(d) (MN-S5) makes sexual assault exam payment requests private data. The application form (MN-S10) also tells applicants their claim is confidential."
