Administrative rules (1 TAC ch. 61) are from Cornell LII because the Texas SOS site is hard to snapshot; those rules still cite the pre-2021 article numbers (art. 56.32, 56.42) from before Chapter 56 was recodified into 56A/56B, so check them against the SOS Texas Administrative Code before relying on them for edge cases. Filing deadline: the statute (art. 56B.052) says the third anniversary of the crime; I quoted the program page because it states the 3 years numerically. For a child victim the statute runs 3 years from when the claimant is made aware of the offense but not after the child turns 21 (art. 56B.052(c)); periods of crime-caused incapacity are excluded (art. 56B.052(d)). Sexual assault Emergency Medical Care (EMC) compensation under art. 56A.305 is separate from the $50,000 aggregate cap (the OAG medical care page says an additional $25,000 may be available) and does not need a police report; EMC applications must be filed within 3 years of the exam per the OAG EMC page.
