VVF pages say the three-year deadline applies to crimes on or after July 1, 2025 and that caps follow the policy in effect on the date of the crime, so older crimes may fall under a one-year deadline and older caps. Disagreement: the statute caps survivor counseling for family of homicide victims at $3,500 per claim (§ 19.2-368.11:1(E)(v)), while the VVF eligibility page and claim form list grief counseling up to $5,000; neither cap applies to direct sexual assault victims, so no counseling cap was recorded.
