No minimum loss and no emergency or advance award appear in M.G.L. c. 258C or 124 CMR 2.00. Counseling, lost wages and medical have no separate dollar caps; they fall under the $25,000 total cap (124 CMR 2.06(5)(a) only allows the agency to ask for updated verification after six months or 30 sessions, which is not a cap). Relocation, temporary housing and childcare are not listed as compensable in the statute, the regulations, or the program page; the program page says other losses are not covered, so they are treated as not found rather than recorded as a rule.

The Address Confidentiality Program, run by the Secretary of the Commonwealth, gives survivors of sexual assault, rape, domestic violence and stalking a protected mail-forwarding address to use with state and municipal agencies so their real address stays out of public records.

The Address Confidentiality Program (ACP) protects survivors of domestic violence, sexual assault, rape, and stalking as well as some legally protected healthcare providers. Survivors often move to get away from perpetrators of violence. The Address Confidentiality Program makes their new address harder to find. The ACP is a mail forwarding service that gives you a protected address to use with state and municipal agencies.

Administration moved from the Attorney General's Victim Compensation and Assistance Division to MOVA effective July 1, 2025 (St. 2025, c. 9); the statute pages show both versions and the quotes use the text effective July 1, 2025. 124 CMR 2.00 (effective 8/4/25, Mass. Register #1564) replaces the AG's former 940 CMR rules; a scanned 'emergency regulations' PDF linked from the program page had no extractable text and was not used. The exam billing guidance (MA-S12, 2018) and the SAECK brochure (MA-S14) still name the AG's office and an older 617-727-2200 number; current contact is MOVA at 617-586-1340. Exam rules come from regulation 124 CMR 2.06(15) and state agency guidance; I found no Massachusetts statute that by itself bars billing the survivor for the exam. Under the 2018 guidance, direct hospital billing applies to ED care when the assault occurred in Massachusetts and a kit was administered; ambulance, inpatient and follow-up care go through the survivor's own application. The DPH SANE page says patients who decline the kit must report to police within five days and attach the report. Claimants must also cooperate with law enforcement unless they have a reasonable excuse (c. 258C s. 2(c)); 124 CMR 2.05(6)(b) says the physical or psychological impact of the crime or reasonable fear for safety can be a reasonable excuse. M.G.L. c. 258C s. 14 and 124 CMR 2.10 bar health care providers with notice of a claim from debt collection while it is pending. The regulation's internal cross-references in 2.05 are misnumbered (subsections start at (4)); pinpoints use the numbering as printed. Reviewer note: 124 CMR 2.05(7)(b) adds a further minor-victim extension (if a criminal complaint or indictment issues after the victim turns 18, the filing period starts on that date); no schema 'from' value fits it, so it is recorded here and not as a rule. 124 CMR 2.05(5)(a) also counts a report as timely if made within five days of when the crime was discovered or reasonably should have been discovered. How to file (added Oct 3): the saved application MA-S4 is still the English form linked from the program page (same 237.85 KB file; PDF metadata 'Victim Comp App 2026_English', modified July 2026) and has 107 fillable AcroForm fields. The program pages (MA-S1, MA-S2) say completed applications must be submitted by email, fax, or mail; the address, fax and email come from the form's return block on page 4. Discrepancy: the form prints the email as VCCorrespondence@state.ma.us, while the program pages list the Victim Compensation email as VCCorrespondence@mass.gov; MA-SUB-3 follows the form, and a survivor emailing should know both are official. No online or in-person filing method is stated (a Northampton office exists at 403 Pleasant Street but no source says to file there). Documents: the form asks for copies of bills and/or receipts for each expense checked; the police report is needed only when the survivor declined the kit or was outside the kit window (DPH SANE protocol, which still names VCAD); employer wage verification and a provider disability letter are on request for lost wages. Homemaker, dependency and funeral claims have their own proof rules in 124 CMR 2.06 that are not encoded. Processing time: MOVA says decisions generally take 4 to 6 months; the range minimum is stored as min_months. Privacy (added Oct 3): The Address Confidentiality Program is run by the Secretary of the Commonwealth under M.G.L. c. 9A (the statute page URL I tried returned a 404, so the rule uses the official program pages). MA-S17 says 'If you are a survivor of domestic violence, sexual assault, rape, or stalking, you may apply'; enrollment goes through a trained application assistant (found via 1-866-SAFE-ADD), who submits the application, and the applicant must relocate to an address the perpetrator does not know and not disclose it to any state or local agency. Participants also get confidential voter registration, and MA-S17 says 'All ACP records are strictly confidential.' Record confidentiality comes from 124 CMR 2.09; the application's MOVA Victim Compensation Confidentiality Statement (MA-S4) and the DPH SANE page (MA-S13) say the same, the latter adding that records cannot be released without the claimant's consent or as a matter of law.
