How to check this page

The provider guide (SC-S12) describes the anonymous route for victims 18 and older and lists 'Victim's health insurance paid the bill(s)' as an exam denial reason.

Deadline to apply

S.C. Code 16-3-1230(B), (C)SC-DEAD-1

A claim must be filed within 180 days of the latest qualifying event (usually the crime). For good cause the deadline can be extended, but not past four years after the crime, diagnosed manifestation, or death.

Statute text is from scstatehouse.gov (Title 16, Chapter 3, Article 13); history shows last amendments in 2017. Exam billing: the statute (16-3-1350(A)) says the victim must not bear the cost but does not mention insurance; the program's Feb 2018 provider billing guide (SC-S12, still linked from the current provider portal) says neither the victim nor their insurance, including Medicaid and Medicare, may be billed. That guide is older and lists staff contacts and fee amounts that may be out of date; only its general rules are used. The anonymous filing route for sexual assault (SC-REPORT-2/3) is described only in program materials; the application says to contact DCVC for details on anonymous reporting. Disagreement: the statute caps burial at $4,000 (16-3-1180(A)(5)) but the FAQ says up to $6,500; burial is not encoded. Residency: statute 16-3-1210 also lets South Carolina residents victimized in another state file, but program pages and the application say the crime must occur in South Carolina. Reporting: 48 hours is in the statute; the schema field within_days was left out because the statute states hours, not days. Lost wages also require missing two consecutive weeks (statute) and being under a treating physician's care (At A Glance). Reviewer changes: SC-PROP-2 no longer names phones or clothing (the source says only 'Items Taken as Evidence'); mortgage/rent moved from temporary_housing to other (SC-EXCL-5); SC-EXAM-5 recategorized from exam_payment to exam_no_bill since it states the exam is at no cost to the victim; SC-EXCL-1 summary no longer says the exam covers 'evidence collection only' (the guide also lists lab work, medications, ER and physician fees billed to DCVC). How-to-file: the How to Apply page (SC-S8) names mail as the only way to submit; no online portal, email, or fax submission for applicants is stated (the fax number on the At A Glance sheet is for providers sending bills, and the contact email is obfuscated in the saved pages). The application PDF linked from How to Apply (/media/fexpbtym/...) is byte-identical (same sha256) to SC-S7, so SC-S7 is the current form; it is fillable with 103 AcroForm fields. No processing time is stated; the application says to call if no letter arrives after four weeks, which is not encoded. Privacy: the Address Confidentiality Program is in S.C. Code 16-25-130 (added by a 2024 Act; the AG announced the launch in July 2025), so older national lists saying South Carolina has no ACP are out of date. The statute defines 'sexual offense' as acts in Articles 7 and 8, Chapter 3, Title 16, and 16-25-130(F) keeps ACP applications out of FOIA. The program page (SC-S13) says participants must be 18 or older (or a parent/guardian for a minor), live in South Carolina or plan to move there within 90 days, and pay no fee; the ACP contact email is obfuscated in the saved page. Record confidentiality (SC-RECCONF-1) comes from 16-3-1240, which also makes it unlawful to disclose information about applicants or recipients without their written consent except for administering the fund.
